Chapter 34. Understand the relationship between the Capabilities Inventory and the IT Portfolios Inventory
IT portfolios are governed and prioritized by the Capabilities they serve — a portfolio investment decision is most defensible when grounded in the importance and maturity of the Capabilities the portfolio enables. The IT Portfolios Inventory is not yet published — refer to the IF4IT Enterprise Inventory Management Best Practices document for its current definition in the Noun Type taxonomy.
When the IT Portfolios Inventory is published, the connecting attribute will be Capability Semantic IDs referenced by IT Portfolio records; the Capabilities Inventory will reflect those references in its Related IT Portfolios relationship attribute. This bidirectional connection enables: what Capabilities does this portfolio serve, and what portfolios serve this Capability?
When established, this relationship will enable capability-driven portfolio governance at its most rigorous: investment allocation across portfolios can be evaluated against capability priority rankings, and portfolio health can be reported in terms of the capability outcomes it produces rather than in purely technical terms.
