Service Catalog Best Practices - Define Service Catalog roles and responsibilities
Service Catalog Best Practices
Define Service Catalog roles and responsibilities
Overview
A Service Catalog involves multiple types of participants, each with different relationships to the catalog and different responsibilities within it. Without clearly defined roles, important tasks fall through the cracks, conflicts arise over who has the authority to make decisions, and accountability becomes diffuse and ineffective.
Best Practice
Define, document, and communicate a clear set of roles and responsibilities for everyone involved in the design, operation, and use of the Service Catalog. At minimum, the following roles should be defined:
| Role | Description | Key Responsibilities |
|---|---|---|
| Catalog Manager | The individual or team accountable for the overall governance, quality, and maintenance of the entire Service Catalog. | Establish and enforce catalog standards Review and approve new service entries Ensure catalog accuracy and consistency Manage the service lifecycle process Report on catalog health and usage |
| Service Owner | The individual accountable for a specific service within the catalog. | Define and maintain the service description Ensure SLAs are accurate and achievable Review and update service entry on schedule Act as escalation point for service issues Manage the lifecycle of their service |
| Service Operator | The individual or team responsible for fulfilling service requests. | Receive and act on approved service requests Fulfill requests within defined SLA timeframes Escalate requests that cannot be fulfilled Provide feedback on service definition gaps |
| Service Requestor | Any individual or team that submits a request for a service. | Submit requests through defined catalog process Provide accurate information when submitting Comply with approval and fulfillment processes Provide feedback on service experience |
| Catalog Administrator | The individual or team responsible for technical administration of the catalog platform. | Maintain catalog tooling and platform Implement approved changes to catalog structure Manage user access and permissions Ensure catalog platform availability |
Benefit(s)
Clearly defined roles eliminate ambiguity about who is responsible for what. Service Owners know they are accountable for keeping their entries accurate and up to date. Service Operators know what is expected of them when fulfilling requests. The Catalog Manager has a clear mandate to govern the catalog. Customers know how to submit requests and what to expect. When roles are clear and well understood, the entire service delivery system operates more smoothly and the catalog maintains its quality over time.
