Technology modernization decisions — how to address technologies that remain valuable to dependent applications but are no longer technically fit to continue serving them — are among the most consequential portfolio decisions an organization makes. Without a systematic framework for choosing among the available options, modernization decisions are made based on technical preference or the path of least resistance rather than rigorous assessment. Define organizational criteria for choosing among modernization approaches for technologies assessed with a Migrate-oriented Rationalization Posture. Upgrade when the technology platform itself remains strategically sound and viable, but the currently deployed version has fallen behind on Technology Currency — an in-place upgrade resolves the gap without changing the underlying technology. Replace when the technology is too outdated or architecturally constraining to justify continued investment relative to the value it delivers, and a viable alternative technology exists. Consolidate when Technology Spread analysis or the redundancy elimination process reveals multiple technologies serving the same purpose across the portfolio — standardizing on one reduces license cost, support burden, and Standards Register complexity. Retire when Technology Spread analysis confirms no dependent applications remain, or the capability the technology once supported no longer requires any continued investment.

Structured modernization decision criteria produce investments appropriately sized and targeted for the need they address. Technologies that need a straightforward upgrade are not replaced at unnecessary expense. Technologies that genuinely need replacement are not upgraded at insufficient investment that only extends the problem. The organization develops a modernization discipline that consistently matches investment to value delivered rather than defaulting to the technically interesting option regardless of whether it addresses the underlying problem at appropriate cost.
